Biography

Steve Harrington is Director of Program Operations at the Maryland Technology Development Corporation (TEDCO), where he advises the President on strategy and capital deployment across the organization's venture investment and grantmaking programs and directs strategic planning and performance measurement across seven departments. He also serves as Head of Strategy at the Center for Policy, Insight, and Investment, guiding research and advisory work at the intersection of public policy, economic development, and investment strategy.

Harrington previously served as Division Director and Head of Government Affairs for the Comptroller of Maryland, where he sat on the agency's executive team, negotiated the state's $1.48 billion revenue package, and directed the agency's housing, procurement, and cryptocurrency policy. Stephen's private sector career spans financial services and regional economic development. As Vice President of Outreach Strategy for JPMorgan Chase's policy division, he contributed directly to the federal government's development of the SAVE income-driven repayment program. 

At Rocket Companies, he served as Director of External and Government Affairs, administering a $10 million advocacy portfolio spanning 35 trade associations and policy partners and expanding mortgage access through favorable reforms to debt-to-income mortgage standards. Earlier, at the Greater Washington Partnership, he was primary lobbyist for a coalition of more than 30 major employers spanning Baltimore to Richmond. There he secured $500 million in recurring annual infrastructure appropriations for the region's Metro system from Maryland, D.C., and Virginia and pioneered the region's first multi-state housing production framework, adopted by more than 25 major employers.

Harring holds a Master of Public Policy with Distinction in Urban Economics from Brown University and a Bachelor of Arts from Morehouse College.
